OKX Review: September 2026
A fact-based look at OKX: licenses and volumes, availability for Russian users, rubles and withdrawals, fees, reserves and regulatory penalties. User reviews are covered in a separate article.

In brief: OKX is one of the largest international crypto exchanges (operating since 2017, registered in the Seychelles, with licenses held by its entities in Malta, the UAE and Singapore): deep liquidity, low derivatives fees, monthly Proof of Reserves. Registration with a Russian passport and KYC are possible as of 15 September 2026, but there are no direct ruble operations on OKX: the exchange closed the ruble P2P line on 29 August 2023, and Russian bank cards are not supported. The main minus is strict compliance with account freezes; platform ratings, complaints and user quotes are in a separate article.

The main event of the year is the deal with Intercontinental Exchange: on 5 March 2026 the owner of the NYSE announced a strategic investment in OKX at a $25 billion valuation and plans to give the exchange's clients access to tokenized NYSE stocks and ICE futures. Both parts require regulatory approval.
Licenses: a full CASP license under MiCA from Malta's MFSA (27 January 2025; according to OKX's own data it covers nine of the regulation's ten services and is passported across the EU), a VASP license from Dubai's VARA, and a Major Payment Institution license from Singapore's MAS. Does OKX work in Russia: registration, KYC, restrictions
As of 15 September 2026, okx.com opens from Russia, and registration with a Russian passport and verification are available, as confirmed by the profinvestment review (updated 5 September 2026) and our overview which crypto exchanges work in Russia. What to keep in mind:
- KYC is mandatory for trading, deposits and withdrawals: a passport and selfie at the basic level, proof of address at the advanced level.
- Service in Crimea and the new territories is prohibited by the platform's rules.
- AML scoring of incoming transfers is strict. Coins that have passed through the addresses of sanctioned services lead to a frozen deposit and a request for source-of-funds documents. This accounts for the bulk of the negative reviews.
- A VPN does not solve the problem. The exchange looks not only at the IP but also at the document's country, payment details and the coins' history; circumventing geo-restrictions violates the user agreement and raises the risk of a block.
Russian regulation: since 1 September 2026, Federal Law No. 282-FZ of 4 August 2026 "On Digital Currencies and Digital Rights" has been in force. Digital currency is recognized as property, and the infrastructure is built around the Bank of Russia registers; OKX is not on them and has no Russian status. The obligation for residents to work only through licensed intermediaries takes effect on 1 July 2027, with a transition period until then. Rubles on OKX and how to withdraw money
This is where most reviews get it wrong. The facts: on 29 August 2023 OKX closed ruble trades on its P2P platform, and a day earlier payments with Sber, Tinkoff and Alfa-Bank cards became unavailable. The exchange stated at the time: "Users in Russia still have the option to trade in other currencies" (translated from Russian; quoted from an RBC report cited by Habr on 29 August 2023). We found no verifiable confirmation that the ruble line has returned; the profinvestment review as of 5 September 2026 states the absence of rubles, including on P2P.
The practical route is two-step: rubles are exchanged for USDT on a platform with ruble P2P, then the stablecoin is transferred to OKX on the TRON, TON or BNB Chain network; withdrawal goes in reverse. Each step adds a spread, a network fee and the risk of the bank blocking the card under Law 115-FZ.

The platform's products
Spot (more than 300 coins and 1,200 pairs per CoinGecko on 15 September 2026), perpetual swaps, futures and options with leverage of up to 125x, margin trading up to 10x, Earn (flexible and fixed savings, staking, DeFi), copy trading, a non-custodial Web3 wallet with a DEX aggregator, and its own zkEVM blockchain X Layer built on Polygon CDK. According to Datawallet, trading in tokenized US stocks and ETFs was added in July 2026. The exchange token OKB underwent a one-off burn of 65.26 million coins in August 2025 (about $7.6 billion at that day's prices): supply was cut roughly in half, and the cap was fixed at 21 million (CoinDesk, 13 August 2025).
A separate note on derivatives risk. Leverage of up to 125x is not "spot amplified": at 100x, liquidation comes at roughly a 1% price move against the position, and earlier once maintenance margin and fees are taken into account. Security: reserves, penalties, incidents
Proof of Reserves. The report comes out monthly; the 45th consecutive one was published on 30 July 2026: $23,122,555,086 across the four main assets and coverage above 100%: BTC 105%, ETH 103%, USDT 112%, USDC 101%. Verification is built on a Merkle tree with zk-STARK proofs, and there is an open validator for checking your own balance.
US Department of Justice penalty. On 24 February 2025 OKX pleaded guilty to operating an unlicensed money transmitting business and agreed to pay more than $504 million ($420.3 million in forfeiture, $84.4 million as a criminal fine). According to the case materials, more than $1 trillion in transactions by US clients passed through the platform without a license. The exchange had hired an external compliance consultant back in early 2024 and, under the terms of the plea agreement, retains it at its own expense until February 2027.
DEX aggregator and Lazarus. On 17 March 2025 OKX suspended its Web3 DEX aggregator after North Korea's Lazarus group attempted to launder through it part of the funds stolen in the Bybit hack; on 11 March Bloomberg reported that European regulators were examining the service. The exchange rejected the accusations, froze the related funds and rolled out detection of the attackers' addresses.
Insurance fund. The Security Fund is a segregated pool that covers negative balances after forced liquidations; auto-deleveraging (ADL) kicks in only once it is exhausted. By OKX's own documentation, this is not insurance of client funds. No hacks with loss of client funds on the exchange itself were recorded in verifiable sources in 2025–2026.
Pros and cons of OKX

- A full MiCA license in Malta, VASP in Dubai, MPI in Singapore.
- Low derivatives fees and deep liquidity on major pairs.
- An ecosystem in one account: spot, derivatives, Earn, copy trading, Web3 wallet, X Layer.
- The ICE investment (March 2026) is a signal of institutional confidence.
Cons
- The ruble is not supported in either fiat gateways or P2P.
- Aggressive compliance: sudden document requests and account freezes.
- A 2.3 out of 5 rating on Trustpilot alongside high scores on specialist aggregators; the discrepancy itself is a reason for caution (the platform breakdown and complaints are in the user reviews).
- A $504 million settlement with the US Department of Justice and an external compliance consultant at the exchange's expense until February 2027.
- No Russian regulatory status: the platform is not on the Bank of Russia registers.
FAQ
How do I withdraw money from OKX to rubles? Not directly: there are no ruble gateways and no ruble P2P. The working route is to withdraw USDT to a platform with ruble P2P and sell it there, allowing for the spread, the network fee and the risk of the card being blocked under Law 115-FZ.
Do I need a VPN for OKX? The site opens from Russia, though some providers have intermittent outages. Using a VPN to circumvent geo-restrictions violates the user agreement and raises the risk of a block during a check.
Is it safe to keep money on OKX? Reserve coverage above 100% is a snapshot on the report date, not insurance; the wallet remains custodial, and the keys are with the exchange. Long-term holdings are more sensibly kept yourself; the options are in how to store cryptocurrency.
Do I have to pay tax on trading on OKX? Yes, the exchange's foreign jurisdiction does not cancel the obligations of a Russian tax resident. Rates and the filing procedure are in crypto tax for individuals in 2026.
