Licensed Crypto Exchanges and Providers in Uzbekistan: NAPP Register 22.09.2026
As of 22 September 2026, the NAPP register holds 22 valid licenses issued to 17 companies: two crypto exchanges, six depositories and 14 crypto stores, six of which are suspended. We publish the full table with license numbers, dates and statuses, taken manually from napp.uz.
In brief: as of 22 September 2026, the electronic register of the National Agency of Perspective Projects (NAPP) holds 22 valid licenses issued to 17 legal entities: two crypto exchanges (COINPAY, CE #0004, and ASTERIUM, CE #0006), six crypto depositories and 14 crypto stores, six of which are suspended — so only eight are actually entitled to serve customers. There is not a single mining pool license; the register of mining permits has one entry — NEXAGRID LLC (M # 001 of 19 January 2026). The data was taken manually by our editorial team from the erlsp and ermap pages on 22 September 2026; the register is updated without notice, so check it yourself before any transaction.

There are more licenses than companies: ASTERIUM holds three (exchange, depository, store), while COINPAY, PAYNET CRYPTO and CITY PAY GATE hold two each. Other figures in publications reflect a different counting method: for example, on 24 June 2026 Finance Magnates headlined the "18th crypto license" for UNEX PAYMENTS, deriving the number from the serial number CS #0018 — that is the number counter in the crypto store series, not the number of valid licenses or companies.
Crypto exchanges in Uzbekistan: two licenses

Both exchanges are also on the separate list of specially authorized crypto exchanges through which foreign nationals open a crypto wallet under the special tax regime introduced by Presidential Decree PF-180 of 4 October 2025; there is no third exchange on the list. The same list exposes a discrepancy in the agency's data: in the register, CE #0004 has an issue date of 10 July 2023, while the list (approved by NAPP order No. 49 of 1 June 2026) gives 10 July 2024; the list cites no basis. The register names as the basis order No. 66 of 10 July 2024, which reissued license CE #0002 of 6 November 2023. The logic of the documents favors 2024, but we do not substitute the register's data.
ASTERIUM received its first exchange license, CE #0005, on 15 April 2025; after the LLC was reorganized into a joint-stock company it was replaced with CE #0006, along with the depository license (CD #0005 → CD #0007) and the store license (CS #0013 → CS #0017). The company is named as the infrastructure partner of the HUMO stable token pilot in the Central Bank's press release of 7 September 2026 — details in "HUMO Stablecoin: How the Pilot Works".
Crypto depositories: six valid licenses
LOCKTON HUB (CD #0001, 21 June 2023), PAYNET CRYPTO (CD #0002, 13 November 2023), JAPAN DXT JV LLC (CD #0003, 30 April 2024), CITY PAY GATE JV LLC (CD #0004, 24 February 2025), TGHAMYON — the Wallet service in Telegram (CD #0006, 18 July 2025), ASTERIUM JSC (CD #0007, 2 April 2026).
Number CD #0005 is skipped because it is ASTERIUM's previous license of 19 March 2025, moved to the register of invalid licenses. TGHAMYON's license is depository-only: the operator of Wallet in Telegram has no crypto exchange or crypto store rights in the register.
Crypto stores: eight operating, six suspended
Valid without restrictions: PAYNET CRYPTO (CS #0006, 8 August 2023), T-REX (CS #0010, 11 September 2023), COINPAY (CS #0011, 10 July 2024), CITY PAY GATE (CS #0012, 24 February 2025), C-BASE (CS #0015, 24 July 2023, reissued 18 July 2025), ASTERIUM (CS #0017, 2 April 2026), UNEX PAYMENTS (CS #0018, 24 June 2026), NAQD-EX (CS #0019, 6 August 2026).
Suspended — each for exactly six months, by a separate NAPP order:

The term for CRYPTO MARKET formally expired on 1 September 2026, but there is no reinstatement record in the register as of 22 September. For CRYPTOCORP, C-CASH and T-FIRM the term expires around 1 October 2026, for CRYPTO EXPRESS around 1 December, and for CRYPTO MAGNAT around 1 March 2027. The agency does not disclose the reasons for the suspensions in the register.
Invalid licenses: UzNEX, Crypto Trade NET and reissuances
The second table on the same page — the "Electronic register of invalid licenses (2018–2026)" — has 11 entries, and only two of them are revocations:
- CE #0003, KOBEA GROUP FE LLC (the UzNEX exchange) — "the license was revoked by order of the NAPP director No. 45 of 25 May 2026." This was the company's third license: before it came AA 0001 (31 January 2019), AA 0002 (20 December 2019) and CE #0001 (28 September 2022), which order No. 20 of 22 February 2024 replaced with CE #0003. According to Spot.uz on 27 May 2026, the revocation was at the company's own request: refunds to customers were promised within 3–10 business days, and NAPP accepts complaints at case_kobea@napp.uz.
- CS #0001, CRYPTO TRADE NET LLC (crypto store, Navoi) — revoked by order No. 93 of 24 October 2024.
The remaining nine entries are not sanctions but reissuances: on a change of address (COINPAY, C-BASE), on the reorganization of an LLC into a JSC (ASTERIUM), and KOBEA GROUP's earlier licenses, replaced on the switch to the CE format in 2022 and on reissuance in 2024. In four years, exactly two licenses have been revoked.

The capital requirement for an exchange is, verbatim, paragraph 10 of the Licensing Regulation (reg. No. 3380): "the existence of a formed charter fund (capital) of at least five thousand times the base calculation value in the form of cash as of the date of application, of which three thousand are reserved in a separate account at a commercial bank of the Republic of Uzbekistan." State duties are set by order of the NAPP director No. 100 of 5 December 2024 (reg. No. 3584), and fees by Regulation reg. No. 3388 (as amended by 3388-2 of 27 July 2026); both are expressed in multiples of the BCV as of the date of payment, and the soum amounts are calculated at a BCV of 440,000 soums, in effect since 1 September 2026 (Presidential Decree PF-115).
Why Uzbekistan has no mining pools
The mining pool license has been in Regulation No. 3380 since 2022, but in four years no one has obtained one. Mining itself requires no license: it operates under a permit (ruxsatnoma) under Regulation reg. No. 3461 of 29 September 2023 — legal entities only, a five-year term, operation at a registered address, sale of mined assets on licensed exchanges in Uzbekistan, and a fee of 10 BCV (4.4 million soums) a month. As of 22 September 2026, the ERMAP register has one entry: NEXAGRID LLC, permit M # 001 of 19 January 2026, site — Romitan District, Bukhara Region.
What changes from 1 October 2026
On 1 October, the version of Regulation No. 3380 introduced by order of the NAPP director No. 20 of 15 June 2026 (reg. No. 3380-3 of 29 June 2026) takes effect:
- the sale of a stake in a licensee's capital, including to a non-resident, and a change of the director, their deputies and the head of the AML unit require NAPP approval (sub-paragraphs (j) and (k) of paragraph 9); an unapproved sale of a stake is classed as a one-time gross violation — grounds for revoking the license (sub-paragraph (g) of paragraph 54);
- persons from states that do not participate in international cooperation on combating money laundering and terrorist financing are not admitted to a provider's management or capital;
- a new chapter 6¹: NAPP takes its approval decision within no more than ten business days, no fee is charged, and a foreign buyer must provide an apostilled certificate of no criminal record with a notarized translation.
How to check a platform against the NAPP register yourself
- Open napp.uz/ru/pages/erlsp: the page has two tables — valid licenses and invalid ones for 2018–2026. The company must be in the first.
- Check the legal entity, not the brand: UzNEX is KOBEA GROUP FE LLC, Wallet in Telegram is TGHAMYON LLC; app names do not appear in the register.
- Look at the index: CS is a store, which does not run exchange trading; CD is a depository; trading and order-based exchange — CE only.
- Read the column "Grounds and dates of reissuance, suspension...": a suspended license stays in the table of valid ones, and the note appears only there.
- Check mining in the ERMAP register, and token issuers in the stable token register. If a platform is in none of the registers, it is not entitled to serve Uzbek residents, even if its website and app open.

What you face for transactions on an unlicensed platform
Since 1 January 2023, individuals and legal entities may buy, sell and exchange crypto assets only through national providers (sub-paragraph (e) of paragraph 3 of PQ-3832). Law No. ZRU-899 of 19 January 2024 (in force since 20 April 2024) introduced liability for circumventing this procedure: under Article 155-4 of the Code of Administrative Liability — detention of up to 15 days or a fine of 20–30 BCV (8.8–13.2 million soums) with confiscation, and 30–40 BCV for transactions with anonymous crypto assets; under Article 278-8 of the Criminal Code, which applies after an administrative penalty — a fine of up to 100 BCV (44 million soums) and up to deprivation of liberty for up to a year, or 3–5 years if committed using an official position or on an especially large scale.
A nuance from the trading rules (reg. No. 3379): direct deals between customers are legal only on the direct trading platform inside a licensed exchange (paragraph 5); external P2P is not covered by this rule. Taxes are covered in "Crypto Tax in Uzbekistan".
