CityPay's licenses in the NAPP register
In the NAPP register (by table rows, 1 October 2026), CITY PAY GATE has two entries:
- CD #0004, crypto depository — issued on 24 February 2025, order of the NAPP director No. 17 of 20 February 2025;
- CS #0012, crypto store — issued on 24 February 2025, order of the NAPP director No. 18 of 20 February 2025.
As of 1 October 2026, neither license carries a suspension note, and CITY PAY GATE does not appear in the table of invalid licenses. On that date, CS #0012 is one of eight licenses without notes among the 13 crypto store licenses in the table of valid licenses (5 are suspended; CS #0002 was revoked by order No. 77 of 2 September 2026; breakdown of the register).
The roles of the two licenses follow from the crypto store rules (reg. No. 3395 of 31 October 2022, order of the NAPP director No. 43 of 29 September 2022, in force since 31 October 2022; as of 1 October 2026, we found no amendment notes on lex.uz). Paragraph 24: "A crypto store is not entitled to accept and hold client funds…" (translated from Russian). The public offer assigns storage in CityPay to the depository: "Custodial storage is carried out by CityPay as a licensed crypto depository" (clause 3.2; translated from Russian).
What the CityPay crypto wallet in Paynet can do
The wallet opens in the "Crypto wallet" section of the "Services" category in the Paynet app (help article of 6 August 2026). Paynet itself, as of 1 October 2026: Google Play — 10 million+ downloads, 4.9 (4.87 according to the page markup) from 217,106 ratings; App Store, Uzbekistan storefront — 4.7 (4.71 according to Apple lookup data) from 23,240 ratings. A search on 28 September 2026 found no separate CityPay app in the Uzbek stores (crypto store reviews).

The rate is fixed for 30 seconds, the 2% fee is included in the amount, and "Once cash has been deposited, the operation cannot be cancelled" (translated from Russian). CityPay claims "more than 16,000 terminals," including "over 5,000 devices in Tashkent" (translated from Russian).

We did not record the conversion rate (Paynet, 1 October 2026): according to the help article on selling, it "is calculated at the moment the operation is performed" (translated from Russian); comparing the percentage with other services only makes sense together with the rate.
The documents describe the network fee differently. The public offer of 7 August 2026 (clause 5.1) says: "The amount of the Network Fee is determined by the rules of the network and is not set by CityPay" (translated from Russian); the interface shows an estimate of the fee before confirmation (clause 5.5).
