Which crypto stores have no reviews
Checked on 28 September 2026: Google Play and the App Store (UZ storefront), Yandex Maps, Trustpilot (by domain; C-BASE has no domain). T-REX, C-BASE, UNEX PAYMENTS and NAQD-EX have not a single rating:
- T-REX — t-rex.uz (the email domain in the register) shows a registrar page with the status "REDEMPTION PERIOD"; there is no Yandex Maps listing at the address in the register.
- C-BASE — the register lists an email on gmail.com; c-base.uz does not respond, and there are no listings.
- UNEX PAYMENTS — unexpay.uz says: "The full launch of the platform is coming very soon" (translated from Russian).
- NAQD-EX — the page description of naqdex.uz reads: "buying and selling USDT legally and transparently" (translated from Russian).
Not checked: 2GIS (the page says "2GIS recommends updating your browser"), Google Maps, Otzovik, iRecommend, Telegram comments. The citypay.uz website returned a 500 error on 28 September 2026.
Look-alikes in the app stores
A search for "CityPay" on Google Play returns CityPay by CityExpressTools and Citypay.io POS, an "app for businesses" on the same domain as CITY PAY GATE's email in the register; the App Store returns CityPay Nepal. The wallet for Uzbekistan is inside Paynet by PAYNET, AJ, not in "Paynet Кошелек" (Paynet Wallet) by Paynet Services. The developers of Unex Bank (JSC Unex Bank) and CoinPay (Fancy Technologies on the App Store, IGotSolution on Google Play) do not match the legal entities in the register.
How a crypto store differs from a crypto exchange
The rules: Regulation No. 3380 on licensing (NAPP director's order No. 32 of 14 July 2022, registered 15 August 2022; amendments No. 3380-2 in force since 3 June 2026, amendments No. 3380-3 take effect on 1 October 2026), Rules No. 3379 on exchange trading (order No. 33 of 18 July 2022, in force since 15 August 2022) and Rules No. 3395 for crypto stores (order No. 43 of 29 September 2022, in force since 31 October 2022); as of 28 September 2026, lex.uz shows no amendments to No. 3379 or No. 3395.
| Crypto exchange (CE) | Crypto store (CS) | |
|---|---|---|
| Essence | a platform for buying, selling and exchanging (para. 1 of No. 3380), with quotes "based on the ratio of supply and demand" (para. 10 of No. 3380) (translated from Russian) | services for buying and (or) selling crypto assets through a platform and (or) an office (para. 1 of No. 3380, paras. 1–2 of No. 3395) |
| Counterparty | trading between participants, including on the direct trading platform (para. 5 of No. 3379) | the store; it may cover its obligations through transactions with providers in Uzbekistan or on foreign platforms (para. 5 of No. 3395) |
| Client funds | separate accounting and storage of clients' money and assets (para. 3 of No. 3379) | "is not entitled to accept and hold client funds…" (para. 24 of No. 3395) (translated from Russian); custody is under a crypto depository license: CITY PAY GATE holds CD #0004, PAYNET CRYPTO holds CD #0002 |
| Cash | not mentioned in No. 3379 (lex.uz, 28 September 2026) | at the office: purchases for cash in soums or foreign currency; sales by the client "exclusively for the national currency" (para. 7 of No. 3395) (translated from Russian) |
| Capital | at least 5,000 BCV, "of which three thousand are reserved in a separate account" at a bank (para. 10 of No. 3380) (translated from Russian) | the additional requirements of para. 10 of No. 3380 apply only to exchanges |
A store is prohibited from carrying out transactions without identification, with assets of resident issuers, anonymous assets and NFTs (para. 8 of No. 3395); if a client breaks the rules, transactions for that client are restricted for three months (para. 19). Citizens and legal entities of Uzbekistan "may carry out transactions to buy, sell and (or) exchange crypto assets exclusively through national service providers in the established procedure, except in cases provided for by legislative acts" (translated from Russian) (subparagraph "d" of paragraph 3 of Presidential Resolution PQ-3832 of 3 July 2018, as amended by PQ-143 from 20 April 2026). FAQ
What are the reviews of crypto stores in Uzbekistan like in 2026? Among the eight operating stores, Asterium has the most reviews in the app stores, on Yandex Maps and on Trustpilot as of 28 September 2026 (218 on Google Play, 100 in the App Store feed — 2 of 3 pages, 27 on Yandex Maps, 8 on Trustpilot). The CityPay wallet in Paynet has 63 in the keyword export from Google Play and 12 from the App Store, Voluto has one; the other five have no ratings (2GIS, Google Maps, Otzovik, iRecommend and Telegram were not checked).
How many crypto stores operate in Uzbekistan? Eight are active with no suspension notes: as of 1 October 2026, NAPP's table of active licenses lists 13 crypto stores, five of which are suspended; the CRYPTO MARKET license has been revoked. Check the legal entity in the register: Voluto is PAYNET CRYPTO, CityPay is CITY PAY GATE.
What do users of the crypto wallet in Paynet complain about? In the keyword export (Google Play and the App Store, 28 September 2026), the complaints include money debited without the asset being credited, a section that doesn't work and withdrawal minimums. Paynet mostly replies with a template containing its call center number.
How does a crypto store differ from a crypto exchange? A store itself sells crypto assets to the client and buys them from the client, and is not entitled to hold client funds (para. 24 of No. 3395) — custody is provided under a separate depository license; an exchange runs trading between participants with quotes based on supply and demand (para. 10 of No. 3380). At a store's office, you can buy a crypto asset for cash (para. 7 of No. 3395).
Can I use a suspended crypto store? We do not recommend it: as of 1 October 2026, five crypto store licenses in the NAPP register are suspended, with no records of resumption; the CRYPTO MARKET license, suspended since 1 March 2026, was not reinstated but revoked. The suspension note appears in the register's column of grounds, not on the maps.
