What a crypto depository license allows
The license types are set by the Regulation on the procedure for licensing the activities of service providers in the field of crypto asset circulation (order of the NAPP director No. 32 of 14 July 2022, reg. No. 3380 of 15 August 2022; versions No. 3380-1 of 6 February 2024 — in force since 8 May 2024, No. 3380-2 of 28 February 2026 — since 3 June 2026, and No. 3380-3 of 29 June 2026 — since 1 October 2026). Paragraph 5: "A license is issued separately for each type of service provider" (translated from Russian). The definitions are in paragraph 1 of the current version:
| Type | Definition (para. 1 of Regulation No. 3380, verbatim, translated from Russian) | In the register on 24 September 2026 |
|---|---|---|
| Crypto exchange (CE) | "an organization providing an electronic platform for the purchase, sale and (or) exchange of crypto assets"; under para. 10, also quoting based on supply and demand and a charter capital of at least 5,000 BCV in cash, of which 3,000 in a separate account at a bank in Uzbekistan | COINPAY (CE #0004), ASTERIUM (CE #0006) |

Purchase, sale and exchange are not listed in the definition of a depository — they belong to the exchange and the store. As of 24 September 2026, napp.uz (news, FAQ) contains no NAPP clarifications on depository operations beyond issuance, placement and custody.

How to check the license of Wallet and other platforms
In the napp.uz register, search for the legal entity, not the brand (Wallet in Telegram is TGHAMYON LLC), and look at the index: CE is an exchange, CS is a store, CD is a depository. A step-by-step check is in our breakdown of the NAPP register. For what people say about Wallet on review platforms, see our Telegram Wallet reviews in Uzbekistan.
What you face for transactions outside licensed platforms
Since 1 January 2023, citizens and legal entities of Uzbekistan may buy, sell and exchange crypto assets "exclusively through national service providers in the established procedure, except in cases provided for by legislative acts" (translated from Russian; sub-paragraph (e) of paragraph 3 of PQ-3832 of 3 July 2018, as amended by PQ-143 since 20 April 2026). For the illegal acquisition, sale or exchange of crypto assets, as well as for operating as a service provider without a license, Part 1 of Article 155-4 of the Code of Administrative Liability (the Code of 22 September 1994, in force since 1 April 1995; the article was introduced by Law No. ZRU-899 of 19 January 2024, in force since 20 April 2024) provides for detention of up to 15 days or, for persons to whom detention does not apply, a fine of 20–30 BCV (8.8–13.2 million soums at a BCV of 440,000 soums), with confiscation of the crypto assets and the instruments of the offense. How to buy legally is covered in our guide, taxes in a separate piece, and the soum token pilot in "HUMO Stablecoin".
