In brief: to get your money back from UzNEX, according to the announcements in the exchange's Telegram channel @uznexannouncement, you need to file a refund application with KOBEA GROUP LLC (a foreign enterprise) — in person at the office in Tashkent with a passport or ID card, or by email; since 30 June 2026, the company has been taking refund questions at info@kobea-group.uz, and the phone line is no longer serviced. Crypto exchange license CE #0003 was revoked by order of the NAPP director No. 45 of 25 May 2026 (NAPP license register, taken on 26 September 2026). If the company takes no steps to return funds, NAPP, in its announcement of 26 May 2026, asks clients to write to case_kobea@napp.uz.

UzNEX's status in the NAPP register as of 26.09.2026

KOBEA GROUP is not in the table of valid licenses of the NAPP register as of 26 September 2026. The entry for license CE #0003 is in the table "Electronic register of invalid licenses (2018–2026)", section "Crypto exchange", row No. 6 (rows No. 1–3 of the same section are KOBEA GROUP's earlier licenses AA 0001, AA 0002 and CE #0001):

Register fieldEntry (taken on 26 September 2026)
LicenseeForeign enterprise KOBEA GROUP LLC, 2 Shakhrisabz Street, Tashkent; founder — KOBEA GROUP JSC, 100%
LicenseCE #0003 of 22 February 2024
Basis"The license was revoked by order of the Director of the National Agency of Perspective Projects of the Republic of Uzbekistan No. 45 of 25 May 2026" (translated from Russian)

The register entry does not disclose the grounds. NAPP named them on Telegram on 26 May 2026: the license was revoked "on the basis of an application by FE LLC 'KOBEA GROUP' effective 25 May 2026" (translated from Russian). Neither NAPP nor UzNEX has named the reasons for the application in their Telegram channels (checked on 26 September 2026). UzNEX's announcement of 1 June 2026 dates NAPP's decision "26 May 2026" (translated from Russian), while the register and NAPP's announcement refer to order No. 45 of 25 May 2026.

As of 26 September 2026, two companies hold crypto exchange licenses in the NAPP register: COINPAY LLC (CE #0004) and ASTERIUM JSC (CE #0006). The full table is in our piece "Licensed Crypto Exchanges and Providers in Uzbekistan: NAPP Register 22.09.2026".

How to get money back from UzNEX: the procedure announced by the company

According to UzNEX's post of 1 June 2026, refunds begin "from 1 June 2026 (after the holidays)," and applications are reviewed "on an individual basis" and "in order of receipt" (translated from Russian). An application can be filed in two ways:

  1. In person at the office: 2 Shakhrisabz Street, Tashkent, with a passport or ID card (according to NAPP's announcement of 26 May 2026, also relayed by Spot on 27 May 2026, the office is open from 9:00 to 18:00).
  2. By email — for those "who are unable to visit the office" (translated from Russian). You need to send an application on the company's form and a copy of both sides of your passport and/or ID card. UzNEX warns that a video call with an employee may be required.

Email address. NAPP (26 May 2026) and UzNEX (1 June 2026) gave refund@kobea-group.uz. Since 30 June 2026, UzNEX has been taking inquiries "on the return (payout) of assets" at info@kobea-group.uz (translated from Russian), and service on +998 78 777-55-06 has been discontinued.

Currency and place of payout. According to UzNEX's post of 1 June 2026, money is refunded in soums to the client's bank account specified in the application. In its announcements of 26 June and 8 July 2026, UzNEX says something different: clients can "collect the funds due to you" at the office in the Trilliant Business Center, Tower 2, Mon–Fri 09:00–16:30. The company has not explained how payment to an account relates to collection at the office. At the client's request, crypto assets "may be returned" if the asset is among those "available and traded" on other licensed exchanges (translated from Russian) — to the client's wallet on a licensed exchange in Uzbekistan or to their hardware wallet.

Which documents are needed for a refund

According to UzNEX's announcement of 1 June 2026, you need:

  • an application on the company's form. The post says the form "is attached to this message" (translated from Russian), but the web version of post 234 has no attachment (t.me, taken on 26 September 2026). Request the form by email;
  • a passport or ID card: the original for an office visit, a copy of both sides for an email application;
  • a bank account for the soums to be credited to, which is specified in the application.

Keep a copy of the application and the date it was sent: you will need them for a complaint.

Refund periods: 3–10 or 5–10 working days

  • NAPP, 26 May 2026: "The refund of clients' funds and crypto assets will be carried out within three to ten working days" (translated from Russian).
  • UzNEX, 1 June 2026: "The period for reviewing an application is 5 to 10 working days from the moment all the necessary information is provided" (translated from Russian). Post 234 gives no deadline for the payout itself after the review.

Kursiv Uzbekistan wrote on 26 May 2026: "The company is obliged to make payments within 3–10 working days" (translated from Russian). NAPP says "will be carried out" and does not cite any rule setting such a period.

What the law says about returning assets when a license is revoked

Regulation No. 3380 on licensing service providers was approved by order of the NAPP director No. 32 of 14 July 2022 and has been in force since 15 August 2022. As of 26 September 2026, lex.uz shows it in version No. 3380-2, in force since 3 June 2026; amendments No. 3380-3 will take effect on 1 October 2026. The Regulation contains para. 50, which lists among the grounds for revocation "an application by the licensee to revoke the license" (translated from Russian); para. 51, under which in this case the license is revoked by the licensing authority; and para. 53, under which NAPP enters the revocation into the register within one working day. Regulation No. 3380 contains no rules on the procedure or deadlines for returning assets to clients, and the word "client" does not appear in its text (lex.uz, 26 September 2026).

Trading Rules No. 3379 were approved by order of the NAPP director No. 33 of 18 July 2022 and have been in force since 15 August 2022; as of 26 September 2026, lex.uz shows no amendments. Under para. 3 of the Rules, the exchange must, among other things, "ensure separate accounting and storage of the funds and crypto assets of the crypto exchange and of clients" and "ensure that the client confirms its instructions to the crypto exchange on the return (transfer) to the client" of its money and crypto assets (translated from Russian). The general procedure is set by para. 70 of the Rules: the crypto exchange ensures the transfer of money and crypto assets to the bank account or crypto wallet address of a trading participant "at the request of such participant in the manner and within the period determined by the agreement on participation in trading" (translated from Russian). Rules No. 3379 contain no separate refund procedure for when an exchange ceases operations (lex.uz, 26 September 2026): the 3–10 and 5–10 working day periods come from announcements, not from legal acts.

What to do if UzNEX has not returned your money

  1. Write to the company again at info@kobea-group.uz — this is the latest address given by UzNEX (30 June 2026). State the date of your first application.
  2. Complain to NAPP. In its announcement of 26 May 2026, NAPP writes: "If FE LLC 'KOBEA GROUP' fails to take measures to return funds, please contact… by email at case_kobea@napp.uz" (translated from Russian). Attach a copy of your application and the company's reply, and state your full name and address. Under the Law "On Appeals of Individuals and Legal Entities" (Law No. ZRU-445 of 11 September 2017, in force since 12 September 2017; version on lex.uz as of 26 September 2026, latest amendments — Law No. ZRU-1144 of 7 May 2026), anonymous appeals are not considered (Article 29). A complaint is reviewed within 15 days, or up to one month if an inspection or additional documents are needed (Part 1 of Article 28); in exceptional cases, the period may be extended by no more than one more month (Part 2 of Article 28).
  3. Go to court. Regulation No. 3380 and Rules No. 3379 set no special procedure for clients of an exchange whose license has been revoked (lex.uz, 26 September 2026); the general rule is para. 70 of Rules No. 3379: at the client's request, in the manner and within the period set by the agreement — so attach the agreement or user agreement to your claim and prepare it with a lawyer.
